Webcallback work on MS Access DB

I would like to use Webcallback service in my Companies Database , that works in MS Access.
Its like I have phone book in my database and if I can put some function button so I can call directly selected number from my phone book in a way that webcall back works, first my companies phone rings than it calls number from database.
Is it posible that I can build something like that?
