Change to adding numbers

Due to a large amount of people adding numbers that aren't in proper international format (and as a result we can't call) we've started building a list of regular expressions that describe numbering plans in different countries, so far we have about 15 country codes finished and are working to increase this to cover all possible countries that people have numbers for in the database.

Please let us know if we have this wrong for a particular country and we'll work out an updated regular expression to cover this.
