Voxalot & SPA3102 "Line 1 to gw0" help + DP

Below are the configurations i have:

User 1

Cfwd No Ans Dest: gw0
Cfwd No Ans Delay: 40

PSTN Line / VoIP-To-PSTN Gateway Setup

VoIP Caller Auth Method: None
Line 1 VoIP Caller DP: 1
Line 1 Fallback DP: 1
VoIP Caller Default DP: 1
VoIP Caller 1 PIN: EMPTY
VoIP Caller 1 DP: 1
Dial Plan 1: (*xx|[3469]11|0|00|[2-9]xxxxxx|1xxx[2-9]xxxxxxS0|xxxxxxxxxxxx.)
and nothing under (empty): VoIP Users and Passwords (HTTP Authentication)

Line 1 / Supplementary Service Subscription

Cfwd No Ans Serv: Yes

I use voxalot in line 1 - voipcheap as gateway 1 and the same voipcheap account for PSTN Line...

Now the scenario is: When i dial line 1 (voxalot account) from another another voxalot account my spa rings for 40 sec then i hear the message from voxalot server " The personal extension xxxxxx in unavailable" and it asks me if i want to leave a message.
i tried to change the "Cfwd No Ans Delay" to 5 , 10 30 and the same problem continue ...

Question #2: Is it possible to transfer my PSTN call to the gateway #1 by providing a specific pin code?
what i have actually set from the PSTN sinde and is working:
If i call the FXO port on my spa, it picks the call after some time and transfer it to PSTN Line (Voipcheap account)
Can anybody help me with special dial plan for my case?!
