TalkinIP (IPComms.net) don't works at Brazil

TalkinIP gets an register using both Linksys PAP2 or using Voxalot at PAP2 or at X-Lite. The problem is that the calls results in busy tone. Then, it's not possible to use. I tried all changes on configurations but nothing works. What can I do?
I have other problem with Link2Voip. Sometimes (but not every) happens like Talkinip but if I dial with other dial plan sometimes rings other side. What's the problem.
Others provider works well, for example Deltathree, Raketu, Varphonex, and others.
Could you help me?
