Hang Up before First Ring

I've been using Voxalot for at least two years to integrate US Long distance calls with ViaTalk (in and out going calls) and international calls (out going only) with callwithus. Recently many incoming calls, not all though, would receive a hang up before the first ring. The receiving side would not be aware that any thing had happened, but the initiating side would barely be aware of a connection starting and then a dial tone again. I tried all of my usual tricks, changed to a different viatalk server, changed to a different voxalot server. Changed adapters and verified settings. At the moment I've connected my adapter directly to viatalk and things appear to be better. The question is, is this an incompatibility between viatalk and voxalot, or poor network service by my isp (packet loss), or an incompatibility between my adapter and voxalot in dealing with a viatalk data stream?
