outgoing sip calls

Hi all.
I'd like to know if outgoing sip calls are permitted.
I.e. can I call a URI? (sip:name@domain) without sipbroker?

Yes, you can make these calls via speed dial entires and using the web callback.

It also works from IP phone devices -- including my Nokia N95.
