Provider for fast calls (per second rates)

I'm looking for a good provider for fast calls (per seconds rates). I'm interested in Brazilian landline, Brazilian mobiles, Italian landline.

I see Pennytel has good rates, does it work good? There are alternatives?

Pennytel works well here in Australia to call national, mobiles and international. Bear in mind that their server is in Sydney, so, depending on where you are in the world, some latency may be introduced.
