The delay feature causes the system to spawn system threads and put it them to sleep for the specifed time.
The 99 sec limit was chosen as both a functional and system limit as we don't want lots of threads potentially hanging around for long periods of time taking up memory etc. I'm afraid at this stage we are unable to make this change without first performing an proper impact analysis.
