How do you dial such numbers?

Are you talking about +882 pure ENUM numbers, as +882 9999 xxxxxx?
If so, you can dial as the following sip uri:

sip:8829999xxxxxx@sipbroker.com

If you are talking about real phone numbers provided by some international satellite phone companies, than you need to use some Voice Service Provider (VoIP company) that supports such calls.
