busy tone always

Dear all
I have 2 VSP in the providers list.
When I use Freshtel, the call goes thought and I hear the ring. But when I use PennyTel, I hear busy signal no mater which number I dial.
I called PennyTel and they said all is fine from their end.
Could some one please help me to find out how to get PennyTel to work?

fixed it, the original password which I changed to access the web site is valid only for the site but the original for VoIP remained the same and cann't be changed. so said pannytel.
