Martin, just checking that I understand how this works...
Web Callback:
You are actually proxying the media for the VoIP calls (and possibly doing transcoding between codecs for the two "legs" of the call), hence not insignificant bandwidth costs accrue to you, hence the need for a fee.
Sip Broker / Voxalot:
You are only proxying the signalling for the call (once the call is setup, the media passes directly between the call endpoints), and so the only bandwidth costs to you are a couple of UDP packets for SIP messages and DNS (ENUM) lookups.
