Ok let's break down your problems into more manageable chunks:

Let's find out if the problem is on the provider side. Please call one of the SIPBroker - PSTN Numbers and at the prompt dial *010xxxxxx (where xxxxxx is your Voxalot number). Then report back what happened.

In other words, if you change the status on the phone the only time Voxalot will send an MWI update message is when something changes on the server or when your phone asks the server for an update.
