Default Dialplan connects unexpectedly to unknown VSP selfnet.at

I was having trouble dialing a very common number here in the Netherlands. It's a free 0800 number. When used in combination with the international access code, it becomes 0031800... followed by the remainder of the number. In this case the phone number I wanted to dial was 00318000403.

Strangely enough, although I had a dial plan for 0031*, then for 00318* and as you can see now, even one for 00318000403, Voxalot kept insisting on connecting me to a VSP I'm not even hooked up with, called “selfnet.at“.

Am I missing something obvious? Is there any way I can fix this?
