In a similar way to NGN lookups for +6113xxxx numbers to their PSTN number equivalents, could map Japanese PSTN numbers (+813xxxxxxxx) to the equivalent 050 number.

This would bring about some of the benefits of ENUM, without any additional hardware needed.
