Let me correct, might be a confusion caused by my my posting. I was missing something in the stated configuration. I forget to connect PSTN line to FXO of sipura 3000, that is why callforward was not working (failing).
So now all incoming calls form Tpad forwarded via sipbroker as per configuration.
