Have you tried putting 500 into the 'Number to test:' area at the bottom of the Dial Plan page? It should return:
A call to:500 will get forwarded to sip:500@voxalot.com
If you get anything else, you're intercepting 500 and processing it with one of your Dial Plan entries.
