I misunderstood that you meant for outbound, not inbound, what people should be doing remotely is setting up fail overs. If one route is dead calls should automatically fail over to PSTN etc...

Have a look at our enumlookup samples for asterisk:

These examples were updated for 1.2 branch of asterisk, and could be cleaned up further, but they show how to fail over a call to PSTN...
