Default two RJ11 ports one voxalot account

Look this idea.

Now we have four PSTN normal lines, and use it to inbound and outbound calls, paying a lot of money to a phone company. The basic idea is:
Buy a ata, change two pstn lines for the two lines in the ata, configure the ata-lines with one voxalot SIP account.

To inbound calls use the actual pstn lines, block this lines to outbound calls.

To outbound calls, the people take one ata-line (connected to one voxalot sip account) and with dial-plans choose the VTSP cheaper.
Questions

1) Can i do it with one voxalot account? or i need configure two?

2) Can i make a dial plan that uses "hour of the day" as criteria to choose vtsp?

3) Betamax clones are cheaper but they don't like a lot of free traffic. Anyone knows how many minutes are normal per day using free calls.

4) I know using voxalot only to configure outbound account are free, but we have 5000 minutes of outbound calls per month (a little office). Do you think this ammount of calls are a abuse or it's fine for a free account?
