Skimming through RFC 3263 "Session Initiation Protocol (SIP): Locating SIP Servers", I believe it's a spec violation to require SRV records.

From section 4.2:

If no SRV records were found, the client performs an A or AAAA record lookup of the domain name. The result will be a list of IP addresses...

(But then again, a SIP device that violates that clause might also be likely to violate the clause about always using A (or AAAA for IPv6) records if a port number is specified.)
