My understanding of your problem is that, when your SIP call gets sent to VoXaLot and the VoiceMail is On and this is OK, but when VoiceMail is Off you just get the Busy signal.
If this is correct, what were you expecting to occur when the VoiceMail is Off? Are you expecting that the Enum forwarding to VoXaLot would be rejected? Do I assume from this that you want the call to go to your mobile when VoiceMail is Off? If this is what you are looking for, then I am not sure that Enum does this function.
Perhaps others can suggest ways to achieve this result if this is what you are looking for.
