I use this config in PBXes for SpeedDial:

Trunk: VoxalotSpeedDial
Outbound Dial Prefix: **

Outbound Routing: > 0 VoxalotSpeedDial (with Priority 0)
Custom Dial Patterns:
X
XX

It works for 1 and 2 digits.
