this is what i can see on the news page of voipcheap.com product:

Dear customer,

From now on you can use your VoipCheap credit as well for calls from your mobile.Please use the right access number for your country and make sure your mobile number is registered with your account. Before each call you will hear the free tariff message.

The VoipCheap access numbers are:

Netherlands 010 744 84 84
United Kingdom 016 1700 26 26
Austria 012 32 32 08
Switzerland 043 56 92 92
Germany 0211 53 99 75 75
Ireland 016 85 02 02
Spain 911 32 27 27
France 0170 90 95 95

Do not know if the other clones work this way, but voipcheap definately does...
