VoXalot does not support a Call Forward on Busy type of feature itself, however your ATA may have such a function (I know the PAP2 does at least), where you specify that when the line is busy calls are forwarded to 101346@voxalot.com

So, what ATA are you using, and check your settings for a Call Forward Busy feature?
