I cant upgrade my account to VoxLite

when i click on paypal and ( I Agree to the terms and conditions ) i get this message :

Error

Sorry, but the payment service is currently unavailable. Please wait another 24 hours before trying again.

i had e-mail them and send me this response ::

i had replay to them and propse to have Reseller program like gtalk2voip reseller ..
