Incoming Calls from other voip provdor
 
I am basic user, and from my Voxalot account, I call my account TerraSip.com dialing * 7402 or any other provider by dialing * xxx ... why not call my Voxalot account from any other provider by dialing * 010?

Without knowing your setup usually your device (ATA) has to be registered by the provider (in this case Voxalot) to "receive" calls.
Devices such as the SPA3102 allow you to make a call via dial plans without having the VSP registered but you can't receive a call- Bill

My ATA configured with my Voxalot account is receiving calls from other Voxalot users normally, but my friend who have Skype can not call me by dialing *010 and my Voxalot number. what is wrong? ... please help me!

Is your friend using SkypeOut to call a Sip Broker PSTN access number first? I don't believe Skype supports Sip Broker access directly.
