i know that wifi phones can be used to receive VOIP calls.
can GPRS phone also receive VOIP calls.

Probably a 3G connection is needed. I have not tried voice over GPRS, but I did try voice over EDGE and result was not so good. The EDGE connection was fine for inbound audio but outbound audio sounded broken.

Every duplex call has an inbound side and an outbound side. With EDGE the other party could not hear me well, but I could hear them OK. I don't have any advice about handsets, I did the tests with a Linksys WRT54G3G-AT router.

Well, as I mentioned earlier, I don't have any advice about handsets because my experience is with mobile routers, not handsets. Here is a brief summary about connecting with a mobile router and data card.

To connect Internet using a mobile router you would need a router such as a Linksys WRT54G3G-AT which is a model for AT&T. Then you need a compatible data card such as the Sierra Wireless AC881, also for AT&T, but if you get the unlocked version you can use it with any GSM carrier. Not all GSM carriers have 3G coverage. Then you need a mobile phone sim card with a data plan. Then you put the sim card into the data card, put the data card into the WRT54G3G-AT router, and you have an Internet connection. The WRT54G3G-AT has WiFi as well as the usual 4-port Ethernet switch, so you can easily connect computers to it.

You could also tether a computer to a mobile phone, either directly through the computers usb port, or using a Cradlepoint router such as model CTR350.
