How to registered with voxalot in voxalot

Is it possible to registered another voxalot account in voice service provider list ?

I tried it but got "eu.voxalot.com already exists"

No we don't allow Voxalot loopbacks.

what about forwarding to another voxalot account in case one account is offline?

You can forward from within VoXalot to *010123456@sipbroker.com, but there is no way to set it up to forward only when offline for the time being
