Multiple numbers in a single dial plan?

I am trying to figure out how to do an advanced plan that will allow me to put in multiple numbers to be directed through one VSP.
As an example I would like all 04 and 0011 numbers to go through Pennytel, and all national calls i.e 02 03 07 08 to go through another provider.
I have been playing around but it doesn't work for me.
I am trying to eliminate several basic dial plans such as _0011 to go through Pennytel and then _04 to go through Pennytel too...Can I put it all into one plan so as not to have too many priorities?

You could try something like:

_0[2378]xxxxxxxx => other provider
_xxxxxxx. => Pennytel

Essentially national calls go out via other provider and all other numbers > 6 digits goto pennytel. Reason for last rule is so that 3 digit and 6 digit numbers get handled by VoXaLot.

Just make sure the first priority is less than the second. e.g use 10 and 20 for each line.
