Default +882-99 assigned to Telenor?

Looking at WTNG and ITU (PDF file), it seems to me that +882-99 was assigned to Telenor on 2nd Feb 2005.

Is VoXaLot a Telenor affiliate, or am I missing something?

You're missing a little bit of history here.

e164.org started operating with +88299 phone number range some time between April and May 2004, at this point the ITU had been issuing from +88299 sequentially and were up to +88234 so the decision was made to go ahead and use the last block in the range in the hope that there would be enough momentum and support to file a formal request for the block of numbers since +87810 has been such an under whelming success, both at the time and I have my doubts things are that much better now.

In about June 2004 the ITU working group over seeing enum.164 and e164.arpa filed a complaint with the ITU, who filed a complain with the UN, who in turn filed a complaint with the Australian Government about e164.org, who in turn had a couple of guys from the ACA (Australian equivalent of the FCC) to go out and have a little chat.

At the end of the day the ACA couldn't take any action against e164.org, just issue empty threats, because it isn't a carrier and it doesn't do any call routing, it's a directory service and only supplies routing information, what and how the information is used for is beyond what e164.org can control.

In turn the ITU suddenly allocats the same block of numbers that e164.org is using to the first request that came along, obviously e164.org had annoyed someone sufficiently.

There was some discussion one what to do when the ITU's actions became apparent, at that point in time e164.org has no reason to stop using +88299 as this would mean a lot of configuration changes for a lot of people, and shifting to another block of numbers wasn't seen as a viable option either, since the ITU could turn around tomorrow and allocate that block as well, just to make people keep jumping through hoops.

So the problem remains that e164.org is too small and the ITU can't directly do a thing about e164.org so it's a stale mate until e164.org is given an "official" allocation.

Some providers quoted rates for this group of prefixes, which are mainly satellite phones as you know, are pretty high, so it will be interesting to see what tariffs may come out like

Other operations are being set up to have 'pico' GSM coverage in airliners. Ryanair recently signed a deal that involves roaming set up by Monaco Telecom, though I assumed until now that it would use a +377 MC prefix. A bit odd that the OnAir venture is partly Airbus but being installed in Boeings.
