That surely isn't 'abusing' the service. If you have an ATA like the Sipura/linksys SPA-3000, SPA-3102 or a Fritzbox then this is done in the dial plan anyway. So it isn't only the use of Voxalot that would do this. There must be something else that we are not aware of.
Also, the new condition requiring a fixed IP makes no sense to me as many people have dynamic IPs.
