Default VSP to use as a forwarding destination with e164

Hello all
I would like to see some suggestions on choosing the service provider to use as a forwarding destination with e164 service.
Currently I'm using my own Asterisk PBX for that, but I'm looking for a solution for a few other people with PSTN phones only.

So far I have this requirements in mind:
- dialout preset PSTN number via one or more VSP
- time-based rules (to protect from the night calls)
- black list or CLID-based rules (to ignore verification calls)
- should be free (of course another VSP will charge for the actual PSTN call termination)

Well the first requirement would be that the VSP actually accepts incoming SIP calls from outside (from non-business partner external domains). Many VSPs don't allow this.

Alternatively, some of those features could be provided in your ATA or IP Phone.
