Default Hardware problem?

My VoIP prider is PennyTel, a Sydney Australia based company - Sydney's long distance aerea code prefix is 02.

I live in Melbourne Australia - Melbourne's long distance aerea code prefix is 03.

To make a local call on VoIP I have add 03 to the front of the number.

My harware (Netcomm NB9W) does not allow me to edit or create any dial plans. I am hoping to change things, using Voxalot, to eable me to circumvent my problem, but I'm blowed if I know where to begin.

Any assistance would be gratefully received.
