Unhappy Blind Call Transfer

I have two voxalot accounts and one of them is registered to a VOIP provider:

VOIP Provider (with PSTN#)-->|voxalot acct#1 (acting as main switchboard)|
--------------------------------------------

voxalot acct#2 (phone located in another room, acting as internal extension)

When I receive calls on voxalot acct#1 from my VOIP provider (with PSTN#) and attempt to do a Call Transfer to my voxalot acct#2, the caller keeps getting transferred into the voicemail box of voxalot acct#2.

What should happen is that when I do a Call Transfer, the caller should hear ringing, and the phone in the other room should ring.
