Default Dial Plan

I have setup two voip providers in voxalot, voipdiscount and sipagte. Using the former for outgoing and sipgate for incoming with pbxes. I have the following extensions, in voxalot were all 00 calls(international calls) are routed via voipdiscount, all 01 or 02 calls (I live in the uk) go via voipdiscount and 0800 free calls via sipgate. Sipgate make no charge for 0800, 0500 numbers which I used quite alot.

However, when I do a test call on voxalot, using orange's freephone number 08000790006, I get the following message

A call to:08000790006 will get forwarded to sip:08000790006@public.sip.magrathea.net

Does anyone know who public.sip.magrathea.net is and how can I get 0800 forwarded to sipgate. When I dial 0800 from my phone I get an engaged tone.

Also I would welcome some advice as to what should appear in my ATA dial plan setting, its currently ([x*][x*].) which I believe is the standard pap2 settings.
