You can call your friend for free by just setting him up with a VoxBasic account which is free, by calling his Voxalot number and he can call you for free by calling your Voxalot number.
Not sure what you mean by "can I use PSTN to Cell Phone" - If you have set up providers in you Voxalot account you can call both PSTN (fixed) lines and Cell phones.
