Not that I've ever found.
www.voip.co.uk do a residential tariff that gives you free off-peak calls for £2 per month. Probably one of the best deals around but that's just for UK landlines. They are very flexible and have great customer service. But, if you have friends abroad you'll be wanting Betamax for sure.
