I don't know about the SPA hardware's dial plan (if it lets you pass through the # at the beginning of a phone number or not).
My hardware doesn't allow # or * at the very beginning of a phone number, but does allow it, when I put it within the phone number.
My Voxalot dial plan therefore looks like this:
Pattern: _9#01.
Replacement: ${EXTEN:4}
Provider: Provider 01
Pattern: _9#02.
Replacement: ${EXTEN:4}
Provider: Provider 02
...
${EXTEN:4} "deletes" the 4 digit "code" (9#xx) I use for choosing the VSP and passes the purged phone number over to the VSP.
