Have you tried and been successful registering with budgetphone from an ATA or softphone? Doing so would verify that you're using the correct hostname and credentials.

The audio issues you are experiencing are nearly always related to router/NAT issues. Try adding STUN servers and/or explicit SIP/RTP port forwarding...
