Unhappy Sporadic service - server time - not forwarding correctly

I am on day 3 (that I know of) of not being able to make calls. The service is sporadic. I have tested 2 personal accounts and one account for a friend. Getting fast busy when attempting to dial....

My afternoon forward isn't failing like the early morning one. It just plain doesn't forward once the time conditions are met. It appears that any form of time-based forwarding does not work.
